The purpose of this document is for Programme Directors, Senior Responsible Owners and Sponsors to recognise the fundamental challenges facing transformation programmes in their set-up and as they mature. This will help prevent problems manifesting later on in delivery, increasing the chances of successful delivery.

Drawing on a decade’s work of the IPA’s assurance insights, ‘Bad Omens’ highlights the 8 fundamental challenges that any major transformation programme may experience that will impact delivery and gives leaders the key questions that should ask to avoid them.

The Bad Omens guidance and the Transformation Programme diagnostic tool are designed to be used together to assess the potential health of a project at any given cycle and enable honest dialogue between key stakeholders.
