Centre of expertise for project delivery in government

Government Project Delivery is the function and profession for project delivery in the UK government. 

It is a collaborative organisation connecting the over 26,000 civil servants that deliver projects across the country. 

Government Project Delivery is hosted by the National Infrastructure and Service Transformation Authority, reporting to the Cabinet Office and HM Treasury.

About project delivery

The UK government delivers some of the most complex and innovative projects and programmes in the world. Big or small, all government projects, programmes and portfolios, and the public servants working within them, are part of Government Project Delivery.

These projects, ranging from infrastructure and construction to military capability and digital transformation, are essential to improving public services, driving economic growth, and achieving mission-led government ambitious goals like net zero. 

About the project delivery function

The project delivery function focuses on improving how government can best achieve its project delivery objectives by setting out consistent guides, shared learning and proven frameworks for delivery. 

The Government Functional Standard for Project Delivery sets out clear expectations and requirements for project delivery across government departments and clearly establishes the role of the government project delivery function.

About the project delivery profession

The project delivery profession involves making sure government has the right people with the right skills in project management to support the huge variety of portfolios, programmes and projects across the country.

Government Project Delivery brings together expertise and resources to support project delivery in government.

One platform for project delivery

Central to its vision is the development of a single, online platform where professionals can access standards, tools, and best practices. Building this library of knowledge and a network of professionals means project delivery professionals can deliver better projects, faster.

The roadmap describes what the website team are working on and planning to do.

By working closely with industry, professional bodies, and academia, Government Project Delivery is building a strong network of expertise, ensuring that the UK remains at the forefront of project delivery innovation.

Accreditation

Accreditation provides an industry-aligned standard by which project delivery professionals working across government can be recognised with a ‘licence to practice’. Over 4,000 people across government have been accredited so far.

Building capability

The Project Delivery Capability Framework (PDCF) describes the roles and competencies for all project delivery professionals and aspiring professionals across government.

To support this, the Government Projects Academy has recommended training for project delivery professionals. It includes courses and development programmes to build practical skills and support career progression.

Increasing the use of data and artificial intelligence (AI)

Data and AI is being used across Government Project Delivery to improve how portfolios, programmes and projects are planned, managed and delivered.

This work is guided by the functional strategy and the report ‘Data Analytics and AI in Government Project Delivery‘.

Supporting delivery through clear, consistent guidance

The Government Functional Standard for Project Delivery is the guiding document for how portfolios, programmes and projects should be delivered across government.

The Teal Book provides detailed guidance to help teams meet the expectations set out in the standard. It supports good delivery by helping practitioners manage work in line with government policy and objectives.

The publications library builds on this by offering guides, tools, templates and case studies. These resources support the standard and are being developed in line with Teal Book guidance.

How Government Project Delivery is governed

The governance structure of Government Project Delivery is a key aspect of its commitment to excellence and accountability. It is a multi-layered structure, designed to ensure that project delivery aligns with government policy, meets the needs of the British people, and is delivered efficiently and effectively. 

Central leadership

Government Project Delivery is led by the Government Head of Function for Project Delivery and the Government Head of Profession for Project Delivery. Both of these roles are hosted by the National Infrastructure and Service Transformation Authority (NISTA) and work to ensure that project delivery is delivered effectively by people with the required skills and experience.

Chief project delivery officers

The chief project delivery officers are senior officials accountable for project delivery in their respective government organisations. They work with the Government Head of Function to ensure that project delivery aligns with the government’s priorities and is delivered effectively.

Heads of profession

The heads of profession are senior officials accountable for the development of project delivery professionals in their respective departments. They work with their chief project delivery officer and the Government Head of Profession to ensure that project delivery has the required capability and capacity.

Key governance bodies

Civil Service Board

The Civil Service Board is the most senior decision-making body for the Civil Service. They are responsible for setting the overall strategic direction for the government function and profession models  

Projects Council

The Projects Council brings together the chief project delivery officers from across government to discuss and address system-wide issues, share best practices, drive continuous improvement and own the overall strategic direction for Government Project Delivery

Head of Profession Steering Group

This steering group brings together heads of profession from across government to support Projects Council in discussing and addressing system-wide issues, share best practices, drive continuous improvement and the strategic direction for the function and profession

Product Board

The Product Board oversees the development and delivery of project delivery products, including standards, guidance, and tools, ensuring that they meet the strategic needs of the function and profession and are aligned with the government’s priorities
