Context

projectdelivery.gov.uk is the award winning central digital platform for the government project delivery function and profession. It acts as the single front door for project delivery services, guidance, tools and community across central government. 

The platform: 

  • supports around 14,000 registered users 
  • has about 20,000 unique visitors and 40,000 page views a month 
  • hosts core guidance and tools including the Teal Book, the Government Functional Standard for Project Delivery, the Project Delivery Capability Framework and the Government Projects Academy 
  • supports private spaces, for example areas for Fast Stream cohorts 
  • delivers transactional services such as assessment and interview booking 

The platform underpins a wider strategy to:

  • elevate the profession with a single place for learning, accreditation and development
  • standardise delivery with common tools, standards and templates across departments
  • support collaboration and rapid learning with community spaces, events, blogs and news

It is now core part of how the function is managed internally and externally, improving quality, consistency and efficiency of project delivery across government

Overview of requirement

This opportunity seeks to appoint a delivery partner to support projectdelivery.gov.uk as it moves from beta to live. The focus will be on:

  • making the service increasingly open by default while keeping appropriate controls for private spaces
  • improving end-to-end experiences for key user journeys, including transactional services
  • strengthening the platform’s resilience, maintainability and ability to iterate safely
  • helping more teams publish high-quality content through clearer standards, governance and tooling
  • continuing to evolve the service based on user needs and data

Government Project Delivery plans to go to market between May and June 2026 to appoint a delivery partner through Digital Outcomes and Specialists (DOS) 7, Lot 1, with the aim of mobilising a supplier in October 2026.
