From April 2026, all new programmes and projects expecting to join the Government Major Projects Portfolio (GMPP) must first conduct an initial feasibility study. This requirement is set out in HM Treasury’s updated ‘Treasury approval process for projects and programmes’.

The study should test whether a proposed programme or project is viable before detailed business case work begins.

This policy note explains how to implement the requirement, who is responsible for commissioning and managing the study, and how to submit it. A standard report structure for these feasibility studies is available in Annex A.
