Role summary

The Programme Manager leads a defined set of interdependent projects and associated business change activities. They are primarily responsible for delivering the required outcomes successfully, which includes establishing appropriate governance and assurance, monitoring progress, managing risks and issues, and ensuring the business is ready for change.

Business case Leads the development of the business case, ensuring alignment with senior stakeholders and obtaining agreement through the Programme Board, Senior Responsible Owner (SRO), Management Board, and HM Treasury.
Communications and stakeholder management Ensures stakeholder interests are identified and addressed. Manages multiple stakeholder groups in complex environments, builds consensus across diverse stakeholders, and develops strategic relationships with internal and external suppliers. Works closely with the SRO to co-manage senior stakeholders.
Guidance Provides direction and guidance on the development of the team and wider project community.
Resource management Builds and maintains a strong delivery-focused programme team. Leads and directs larger multidisciplinary teams to deliver successfully.
Risks and issues Ensures strategic and operational risks and issues are identified, prioritised, assessed, and mitigated. Briefs and updates senior stakeholders and involve them as needed in managing key risks. Identifies and engages specialists as appropriate.
Benefits realisation Provides strategic leadership to monitor benefit delivery and maximise programme benefits.
Programme performance and controls Identifies success criteria, sets project controls, and is accountable for performance. Monitors and controls progress, engages in assurance activities, and responds to recommendations.
Leadership vision and objectives Creates an environment where projects can succeed by managing dependencies effectively and working collaboratively. Delivers the benefits and outcomes outlined in the business case.
Dependency management Ensures quality assurance of the dependency management process, works with senior stakeholders to resolve issues, and acts as a link between the programme and business governance.
Digital and data Uses digital tools to analyse data to ensure alignment with strategic objectives and improve efficiency. Uses data insights to make high level decisions to ensure programmes stay on track and deliver outcomes.
Sustainability Ensures that environmental and social considerations are embedded in programme design, procurement and monitoring processes.
