Government Project Delivery launches The Teal Book
Government Project Delivery and the National Infrastructure and Service Transformation Authority launch The Teal Book as part of the drive to transform project delivery across the public sector.

Government Project Delivery and the National Infrastructure and Service Transformation Authority (NISTA) today announced the launch of The Teal Book. Available now at projectdelivery.gov.uk, The Teal Book provides clear, practical guidance on the essentials for everyone leading, delivering, and overseeing projects, programmes and portfolios in government.
The Teal Book is designed to work alongside HM Treasury’s Green Book and other central guidance. It aims to make project delivery in government simpler, more efficient and more productive, supporting delivery of the government’s Plan for Change.
“Effective project delivery is essential for achieving government goals and maximising value for taxpayers,” said Karina Singh, Government Head of Function for Project Delivery and Director, National Infrastructure and Service Transformation Authority. “The Teal Book provides the foundation for coherent and continuously improving project delivery across government, empowering professionals and senior leaders to deliver successful outcomes.”
“This launch signals a commitment to greater efficiency and collaboration in government project delivery,” said Owen Kennedy, Deputy Director, National Infrastructure and Service Transformation Authority and lead author of The Teal Book. “The Teal Book will enable teams to work together more effectively, with a shared understanding of best practice, driving better results for citizens.”
About The Teal Book
The Teal Book supports the Government Functional Standard for Project Delivery and its assessment framework. It provides a clear and consistent basis for project delivery tailored to the particular needs of work in government, while also embodying recognised professional practice, as established by the Association of Project Management, the chartered organisation for the project profession, and British and international standards.
For public sector project delivery professionals, The Teal Book provides a comprehensive resource, supporting:
- clarity on accountabilities and expectations: defining necessary roles, responsibilities and requirements through the life cycle to support efficient planning and delivery
- continuous improvement and professional development: promoting the development of effective project delivery practices and skills
- proportionate and tailored assurance: enabling risk-based control and consistent performance comparison to improve delivery and outcomes
The Teal Book also helps accounting officers and senior project delivery leaders to improve the delivery and oversight of projects in their organisation by providing a framework to:
- establish effective practices: to confirm that appropriate plans, roles, and practices are in place to meet standards and drive improvement

The launch of the Teal Book follows a successful closed beta test with registered users of projectdelivery.gov.uk, whose feedback has been used to develop and refine the content.
