This template is the starting point for setting the terms of appointment for programme and project directors of Other Major Projects (OMP) programmes and projects and can be tailored for appointments to other types of non-GMPP or non-DMP programmes and projects.

This template is for use only for programme and project director appointments to OMP programmes and projects and other non-GMPP or non-DMP programmes and projects.

For programme and project director appointments within the Government Major Projects Portfolio (GMPP) programmes and projects, departments must use the GMPP PD appointment letter template.

For programme and project director appointments to Departmental Major Projects (DMP) programmes and projects, departments must use the DMP PD appointment letter template.

The terms of appointment for programme and project directors should be set out in an appointment letter.

This template has been designed specifically for the appointment of SROs to OMP and other non‑GMPP or non-DMP projects and programmes.

This template should not be used for appointments to GMPP or DMP programmes or projects as there are specific requirements and expectations for these types of programmes and projects. Instead, the GMPP PD appointment letter template or the DMP PD appointment letter template should be used.

Project Delivery Advisors from the National Infrastructure and Service Transformation Authority (NISTA) can support departments throughout this process, including advising on when the DMP or GMPP template should be used.

Appointment letters should cover:

  • line of accountability from the programme or project director, including the relationship to any governance or sponsoring bodies
  • objectives and performance criteria for the programme or project director in the delivery of the programme or project
  • the point at which accountability starts, the time commitment and tenure of the programme or project director
  • any succession planning details if it is known at appointment that the tenure will not be for the whole life of the programme or project
  • decision powers and any limits on the authority of the programme or project director or tolerances that have to be observed
  • responsibilities around the delivery of the programme or project, including the building of effective governance and assurance arrangements
  • reporting and transparency requirements
  • key interfaces and relationships, particularly with the business owner of the delivered programme or project
  • any expected development or other requirements of the programme or project director

The appointment letter provides the opportunity for the programme or project director to consider the basis on which the programme or project has been, or is being established, and to raise any delivery concerns with the senior responsible owner, before signing the letter to show they accept these as terms of their appointment.
