This guidance does not aim to set out hard and fast rules but does provide a handy guide for areas to probe as part of a review. Of course, it is important to remember that every project is different, and the principles set out in this guidance should be applied sensibly and appropriately. For Infrastructure and Projects Authority (IPA) reviews, this guidance should be read and applied in conjunction with the relevant Gate Review Guidance.
