Version 3 of The Teal Book is now live. It keeps guidance current with the April 2026 reforms to major projects, aligns it with the updated Green Book and reflects a year of feedback from project delivery professionals.


The Government Functional Standard for Project Delivery sets the expectations for managing portfolios, programmes and projects across government.

The Teal Book is the how. The guidance on meeting those expectations, which can be tailored to your context, no matter where you work or how you deliver.

One shared way of working

Working to the same guidance is what lets organisations share people, collaborate across boundaries and scale delivery. When everyone delivers against the same guidance, capability becomes portable.

Major projects

Version 3 has also been updated to reflect the reforms to government project delivery introduced in April 2026, including new requirements for Government Major Projects, Departmental Major Projects and Mega Projects.

All 39 chapters updated

There are updates to all 39 chapters. You can read a full summary of changes on each chapter page.

The benefits management chapter has been updated to reflect the updated Green Book, which sharpens its focus on appraisal and signposts to The Teal Book for delivery guidance. This includes aligning with Green Book social value terminology and introducing guidance on emergent benefits.

The communications chapter has been rebuilt around current Government Communications Service (GCS) practice, including new guidance on misinformation risk.

Consistent and accessible throughout

The guidance is now better aligned with the GOV.UK style guide and the projectdelivery.gov.uk design system, making it more consistent and easier to use. You can also view diagrams at a larger size by selecting an image or the link beneath it.
