This guide from Infrastructure and Projects Authority provides a high-level framework for project delivery professionals considering the need for a ‘reset’ of a project or programme, accounting or the wide range of different types of projects and programmes across the GMPP and beyond. It recognises that the decision is informed by the judgement of the accounting officer, and in the case of GMPP projects and programmes from completing the Response to Red process supported by HM Treasury and the Infrastructure and Projects Authority.

This guide was developed in response to recommendations made in 2023 by both the National Audit Office (NAO) and the Public Accounts Committee (PAC) that government should publish guidance on ‘resets’.

The guide is aimed at project delivery professionals involved in decision-making on and implementing resets.
